if you strickly penury an ibanez i'd go with the icb200. i think it has a better low end sound to it. i personally like jackson basses. i've had both ibanez and jackson. i find ibanez basses to have more of a intoxication-mid range sound to them. great if you like to play nu-metal. ibanez is also really easy to play, they have great engagement on them, and are very light to hold. as for the jacksons they have a beautiful low-mid range tone, this is partly to do with them having a little more weight to the fullness. they play almost a smooth as an ibanez. jacksons can also take a lot more abuse than an ibanez can, trust me on that one.

I wouldn't get the Viola Bass - yeah, it looks cold, but there are other things to consider...
Epiphone is to Gibson like Squier is to Fender - they make cheaper versions of most of the same products. However, the grandeur in Gibson basses has been declining recently, so I'd assume the quality of the Epiphone is even lower. Also, it's a short scale bass - only 30.5", as opposed to the well-known 34" scale length - this will mean much less sustain and poorer sound quality. The body is made of mahogany, which would give you a pretty quick-tempered tone with more bass and less treble in your sound (though your tone will be slightly limited here by the shorter scale length)

The Ibanez, on the other hand, should be a very three-dimensional instrument; the ATK700 is near the top of the ATK line. The body is made of ash with a quilted maple top, so the bass's tone should be very clear, with lots of crystal highs and vibrant extreme-mid/treble presence. It also has a 3-band EQ, which will be very nice for tailoring your tone even further to suit your needs. I've heard the ATK neck is a bit thicker than the Ibanez Soundgear series (which have very thin necks), with a neck that more closely resembles that of a Fender Rigour - I don't know if that's your "cup of tea" or if it doesn't make any difference to you, just throwing it out there =P

Between those two, I'd recommend the Ibanez.
